Patrick Savage, PMP, has been engaged in emergency communications in a variety of ways since 1986 when he worked as a communications supervisor in the United States Navy. His career positions include Communications and Records Technician for the Jackson County Sheriff’s Department in Michigan, and 11 years in technical and management positions with a top tier Public Safety Software systems development firm. As a member of L. R. Kimball (a large architecture and consulting firm), Mr. Savage led numerous projects as a senior technical consultant and lead senior manager for project managers.
As a project manager, systems engineer, and trainer at New World Systems, Mr. Savage implemented software solutions for CAD, Police Records, Fire Records, Corrections Management, Courts Management, Mobile Communications and Field Reporting applications.
As a consultant, Mr. Savage has leveraged his knowledge and expertise in public safety technology to assist state and local agencies in defining and documenting their system requirements and developing Requests for Proposals and detailed functional specifications, evaluating vendor proposals, negotiating contracts and guiding his clients through the system acquisition, procurement, and implementation process. His tenure at L.R. Kimball had him leveraging his expertise in project management, process engineering, technology procurement, I.T. and operational assessments, and contract oversight for a wide range of products and processes, in a myriad of environments. He also served as a trainer and mentor to the numerous project managers he managed.
Mr. Savage has led a wide range of projects throughout his career, from implementing systems for large, complex agency consortiums to large cities, to smaller communities and counties. He has completed facility assessments and security reviews, and managed new construction of mission critical facilities; overseeing the complex interactions between technology and other critical facility systems, coordinating with architects, engineers, and contractors. He has developed RFP’s for Public Safety systems, Human Resource management systems, as well as other technology and support systems.

Currently, while also presiding over the everyday operations at TSSI and its projects portfolio, Mr. Savage is also serving as the Director of the Project Management Office (DPMO) for a mid-sized technology company. In this role, Mr. Savage has directed the setting up of tools and standards for their project management team. He has expanded planning, tracking, and reporting on their project outputs and outcomes. He regularly provides training to project managers and other department heads. His efforts have led to significant change in how project management serves the corporate executive team by better leveraging information and data management, financial planning and tracking, and risk and issue tracking. He has improved cross-project interdependency management and has set quality control standards and change control procedures. Finally, he provides strategic overview and reporting on projects and programs to senior management, as well as in-house consultancy on those projects and programs that includes regular audits and health checks.​

Throughout his consulting career, Mr. Savage has been instrumental in providing the necessary industry knowledge and expertise to clients, bridging agencies' requirements with service providers in the vendor community, and providing the clarity necessary to ensure a client's specific needs are addressed and their projects are successful.

STEPHEN WATT
Technical Consultant / Project Manager

Steve Watt has been involved in public safety his whole career. He began his career in the fire service, serving in many positions including Fire Chief. Mr. Watt then went to work in Crawford County, Pennsylvania in 1986 where he served as Emergency Services Director. He has also served as a Project Manager and Technical Consultant at L. Robert Kimball (a large architecture and public safety consulting firm), a Project Manager for CentralSquare Technologies, and a Project Manager and Technical Consultant at TSSI Consulting. Steve has an extensive background in fire, rescue, EMS, emergency management, hazardous materials response, incident command, and management training.
Mr. Watt served has Emergency Services Director for Crawford County, responsible for emergency management, 911 Operations and the Hazardous Materials Safety program. Mr. Watt was recruited from there to work for L. Robert Kimball as a Project Manager and Technical consultant. There, he managed numerous local, county, state, and federal projects.
Mr. Watt also spent a number of years at CentralSquare Technologies where he was responsible for the implementation of CAD, Mobile, RMS, and JMS systems – including the installation and management of client premise hardware, virtual server installation and configuration, as well as emerging cloud-based systems. This work included the integration of a wide variety of third-party vendor applications into Central Square systems. He also led several projects that included multiple PSAPs in geo-diverse locations operating on one system.

Glenn McLemee, ENP serves as a Project Manager, NG911 Technical Specialist, Subject Matter Expert (SME), and Technical Consultant.

Glenn is a 9-1-1 subject matter expert (SME) and technical project manager (PM) with 30+ years of experience in legacy equipment and NG9-1-1 network design and migration strategies.
​
From August 2009 through February 2021, Glenn led technology-based public safety projects with L.R. Kimball and Mission Critical Partners for NG9-1-1 systems, IP networks, and call handling equipment (CHE) in Texas, Missouri, Kansas, Florida, Colorado, Oklahoma, Georgia, Tennessee, Virginia, Minnesota, and Pennsylvania.

JAN GOSWICK

Jan Goswick serves as a Project Manager, Technical Consultant, and CAD Subject Matter Expert for TSSI.
​
Ms. Goswick brings 23 years of experience working in the emergency dispatch field with Allegan County Central Dispatch (ACCD) in Allegan County, Michigan. She served ACCD as a Communications Training Officer, CAD build team member, and a member of the Quality Assurance Team. During her career in emergency dispatch, she has served local, county, and state organizations as a 911 call taker, dispatcher, dispatch supervisor, and 15 years as the Director of ACCD.

Following her career with ACCD, Jan worked with Motorola Solutions as the South Carolina PremierOne Hosted CAD Account Executive.
Jan's experience with both ACCD and Motorola Solutions provides her the unique understanding of being a customer in the ever-changing world of emergency communications, as well as being the vendor delivering the service.
MELISSA BAKER

Melissa Baker, CPA, serves as Technology Consultant and Auditor for TSSI. Ms. Baker specializes in technology-related audits, as well as helping ensure clients comply with applicable laws and regulations while maintaining accurate records and reducing costs. She works with clients on data gathering, technology assessments, defining functional specifications and requirements. Ms. Baker also works closely alongside the Project Management team, providing valuable input and assistance in project planning, project-related technology (e.g. MS Project, MS Excel, and Smartsheet) and PMO administrative duties including report writing and distribution, meeting organization, and status development and presentation.

Melissa Baker joined the TSSI team after working as a senior auditor at a regional public accounting firm. Her duties included participating in and leading teams for financial statement audits, reviews, compilations, internal audit, and quality control reviews.

Ms. Baker earned a Bachelor of Science in Business Administration from Central Michigan University, studying Accounting and Law. She is a Certified Public Accountant in the state of Michigan and is currently pursuing the PMP certification.
STEPHEN FRASER

Steve Fraser, PMP, serves as Technology Consultant and Project Manager for TSSI. Mr. Fraser focuses on TSSI's proposal analysis and business writing process. He also works alongside the Project Management team, assisting in PMO administrative duties and project-related technology (e.g. MS Project, MS Excel, and Smartsheet).

Mr. Fraser joined the TSSI team after retiring as Sheriff's Deputy with the Queen Anne's County Sheriff's Office in Maryland. Mr. Fraser's background also includes experience in Project Management, overseeing many department projects. He was a core resource for a technology assessment and implementation, as well as providing general PC hardware, software, and network support, as well as access control. While his main background is in law enforcement, Mr. Fraser has a wide variety of experience including:

Matt Metzger serves as a CAD Subject Matter Expert, technical consultant, and trainer for TSSI. Since joining the team, Matt has assisted TSSI in multiple ongoing projects.
Mr. Metzger began his career in 911 communications in 2015 and has since worked for three different 911 centers. This has given him an extensive working knowledge of multiple CAD systems as he advances through his career.

Angela McLaren started working for TSSI as a data analyst. Skilled in the use of the Microsoft Office product suite, Ms. McLaren started by working with TSSI experts in the standardization and formatting of TSSI templates and toolsets. Besdies continuing her work with TSSI analysis tools and data collection templates, Ms. McLaren’s office skills and tenacious drive to grow her knowledge and experience has allowed her responsibilities to be expanded to include technical writing, proposal analysis, and data collection and analysis duties.
ERIC BROWN, PMP
Project Manager / Technical Consultant / Subject Matter Expert

Eric Brown, PMP, works as a Project Manager and Technical Consultant with TSSI. He assists in project management, proposal writing, and servers as a subject matter expert on law enforcement technology.
Mr. Brown joins TSSI from the law enforcement field, most recently working as a content developer for Lexipol after retiring as Captain at the Lancaster County Sheriff's Office of South Carolina in the rapidly growing Charlotte, NC metro area. Eric has written and modified policies for compliance with numerous state accreditation programs. Mr. Brown has also managed several compliance programs, including CALEA, CJIS, American Correctional Association, and ISO 17020 for Forensic Service Providers.

Eric Brown earned an associate degree in Criminal Justice, a bachelor's degree in Psychology, and an MBA in IT Management. KIM SAVAGE
Administrative Coordinator

Kim Savage has varied experience over the past twenty years. Ms. Savage provided for the administrative management and oversight of the engineering department of a major manufacturing company, collaborating with over fifty engineers, maintaining cost accounting and coordinating estimating activities. Ms. Savage has been an owner/operator of her own business, and has worked as an accounting and office manager for a property rental firm and for a property management and renovations firm. Leveraging her software and administrative skills, Ms. Savage works closely with TSSI team members to ensure the appropriate scheduling and project coordination occurs, and is often called upon to document agency requirements and demonstration processes, score vendor proposals, validate RFP compliance and manage vendor implementation and contract oversight.
KEVIN LAZOR
Technical Consultant / Project Manager

Kevin Lazor has over 25 years of experience and is an Engineering, Operations, and Project Development leader with a reputation for delivering innovative business and technical strategies for client-focused solutions. He has broad experience in developing high-performing teams that consistently perform, think big, simplify, earn trust, and are obsessed with the customer experience and their satisfaction. Known for seamlessly coordinating and collaborating with internal stakeholders and third-party vendors/partners, Kevin brings years of telecommunications experience to the TSSI team.

While working at Level 3 Communications, he rose to the position of Vice President of Network Planning, having worked numerous roles in the company including as a senior engineer, Manager of Network Engineering, and Director of Network Design and Planning. Kevin then brought that vast experience to a major international consulting firm, L.R. Kimball, working key telecommunications projects as a project manager and a program manager. KAREN MOORE BBA, JD, Ph.D
Legal Analyst / Training Analyst
Karen Moore is a strong community leader with a long history of achievement in law, management, criminal justice, and corrections. She has a Ph.D. in Organizational Management from Capella University, a Law Degree from Wayne State University, and a Bachelor’s Degree in Business Administration from the University of Michigan. Dr. Moore currently serves as a Managing Partner of Indigent Defense Consultants, the Assigned Manage Counsel Administrator for eight counties in the state of Michigan, providing MIDC compliance consulting services. In addition, Ms. Moore works as an Associate Professor in legal studies at Davenport University and is an instructor at three other Universities and Colleges. She has served as a trial attorney and in general practice, specializing in criminal defense, civil litigation, and family law.
Dr. Moore regularly provides training to police and fire departments throughout Michigan in various areas including; arson investigation, investigative techniques, and testifying skills. She provides presentations to local law enforcement agencies on current legal updates and issues related to criminal justice and corrections.
As a member of the TSSI team of professionals, Dr. Moore provides valuable insight and direction related to vendor contract language, product functionality requirements and viability, agency procedure and process review, and as a technical consultant and advisor to both staff and clients. She has vast experience with technology as it relates to public safety, both in practice and the associated legal impacts. Her long history as an instructor and educational administrator has given her keen insight into how to assess training courses and content, while making her an asset in assessing operations, communicating recommended changes and improvements, and working with clients to help them map out process improvements that help ensure success.
